ATPEP International: your data analytics delivery partner in Hong Kong

ATPEP International has been registered in Hong Kong since 2007, and we concentrate on the part that decides whether a data project works: getting it from evaluation to actually running. We are Qlik’s Elite Channel Partner in Hong Kong, and we also deliver the iModel data science platform — developed in-house by our affiliated company — across Hong Kong, Macau and overseas markets. Our clients work in banking, retail, logistics, manufacturing, healthcare, aviation and the public sector.

What kind of company this is

ATPEP INTERNATIONAL CO., LIMITED was registered in Hong Kong on 12 March 2007 and works in data analytics, visualisation and AI solutions. We and Shenzhen Zhuoyue Fangda Technology Co., Ltd. are held by the same shareholders and run by the same management team, which makes us affiliated companies rather than parent and subsidiary. The two have worked together on business and delivery for years.

The structural difference between us and most local firms is this: Hong Kong owns the client relationship and delivery, the affiliated company supplies engineering capacity, and we have a data science platform of our own. It means that when a tool is the wrong fit, we can tell you why.

The company is headquartered in Hong Kong, drawing on the affiliated company’s service network in Shenzhen, Beijing, Guangzhou and Shanghai to deliver localised, compliant data services and projects for banking, retail, logistics, manufacturing, healthcare, aviation and public sector organisations.

In April 2023 we signed the Qlik partner agreement and became Qlik’s authorised partner in Hong Kong. We now hold Elite Channel Partner status.

ATPEP International: how the two teams divide the work

Clients usually ask about this, so we set it out plainly — who does what, and what the arrangement means for you in practice.
Hong Kong · Contracting and delivery entity
ATPEP INTERNATIONAL CO., LIMITED
Client relationship, requirements, solution design, on-site delivery, Qlik licence procurement and renewal, and the day-to-day support desk. The people you meet, call and sign off with are on this side, and so is the contracting entity.
Shenzhen · Affiliated company
Shenzhen Zhuoyue Fangda Technology Co., Ltd.
Development, data modelling, platform operations and product R&D. The iModel data science platform is developed and maintained by this team, which also has a service network across Shenzhen, Beijing, Guangzhou and Shanghai.

Figure 1 — How responsibilities split between the Hong Kong entity and the affiliated company

Three things follow from this for you. First, day-to-day communication, meetings and on-site work are handled by the Hong Kong team, in English, Cantonese or Chinese, within Hong Kong hours — and the contract and liability sit with the Hong Kong company. Second, delivery capacity comes from a team at the affiliated company that has worked together for years, which gives a different cost structure from a purely local team; you will see that in the quote. Third, if your group has entities in both Hong Kong and the mainland, one team can plan the analytics platform across both rather than each side building its own.

At project kick-off we set out who fills each role and how many person-days will be on site. You will not find that the people you met at signing bear no resemblance to the people doing the work.

ATPEP International: credentials and technical foundation

We run two distinct lines: one is a vendor partnership, the other is our own development. They are worth separating.

Qlik Elite Channel Partner
We signed the Qlik partner agreement in April 2023 and now hold Elite tier channel partner status, which reflects Qlik’s assessment of our technical certification, delivery capability and customer service. It gives us direct access to the vendor’s technical resources, product roadmap and support channels. ATPEP is an authorised Qlik partner and is not a subsidiary, branch or office of Qlik.

Our own product: the iModel data science platform

Developed in-house by our affiliated company, iModel handles data preparation, statistical analysis and machine learning through visual workflows, with no coding required. ATPEP delivers iModel deployments and projects in Hong Kong, Macau and overseas. This is our own team’s product, not something we resell.

Open source foundation: the KNIME core

iModel is built on the open source KNIME core. This is a technical foundation rather than a reseller relationship, and it means our team knows data science methods themselves, not just one vendor’s interface.

How we engage: not only product sales

Alongside platforms and solutions, we take on custom enterprise data implementation, technical staff augmentation and project outsourcing. Where a client has an internal team but not enough hands, this is the usual arrangement.

Frequently asked questions

On company structure, team composition, confidentiality and scope, these are the five questions clients ask most often.
There is no shareholding relationship between the two companies in the corporate registry. They are affiliated companies held by the same shareholders and run by the same management team. ATPEP in Hong Kong handles the client relationship, solution design and on-site delivery; Zhuoyue Fangda in Shenzhen handles development and product R&D. Your contract is with ATPEP, and liability rests with ATPEP. Where the affiliated company takes part in delivery, that involvement is covered by the contract and the confidentiality agreement.
[TO FILL: Hong Kong team size and role composition] Day-to-day communication, meetings and on-site work are handled by the Hong Kong team; development and technical support come from the affiliated company’s teams in Shenzhen, Beijing, Guangzhou and Shanghai. At project kick-off we set out who fills each role and how many person-days will be on site, and this goes into the proposal.
We signed the Qlik partner agreement in April 2023 and now hold Elite Channel Partner status. The tier reflects Qlik’s assessment of technical certification, delivery capability and customer service; in practice it gives us direct access to the vendor’s technical resources, product roadmap and support channels. To be clear, we are an authorised Qlik partner and not a subsidiary, branch or office of Qlik.
A confidentiality agreement is signed before the project starts. Technically, development work uses de-identified or sampled data wherever possible, and work involving sensitive data is carried out inside your environment rather than taken away. Where the affiliated company’s team takes part in delivery, that work falls under the same confidentiality undertakings. For cross-border projects we confirm the compliance boundaries separately against the Hong Kong Personal Data (Privacy) Ordinance and the relevant mainland regulations, and this is written into the proposal rather than left vague.
At the product level, our formal partnership is with Qlik, alongside the iModel platform developed by our affiliated company — those are the two where we are prepared to commit to delivery quality. But data engineering, architecture design, systems integration and AI application development are not tied to any particular tool. If you already run another platform and simply need someone to sort out the data layer, talk to us. We will give a view on tool selection, but we will not push a product at you.
